Attorneys General Urge CFPB Retention and other Digital Transactions News briefs

• Attorneys general from 18 states and the District of Columbia sent a letter this week to Congressional leaders urging them to oppose three pending joint resolutions that would overturn the Consumer Financial Protection Bureau’s controversial prepaid account rule. Consumer groups generally favor the rule, but business interests and many Republicans oppose it.

• Merchant processor Cayan has agreed to enable e-commerce payment capability for businesses served by Deluxe Corp., which provides Web services and search-engine marketing as well as business checks and forms.

• TMD Security GMBH, a provider of anti-skimming services for ATMs and other self-service terminals, introduced its Card Protection Plate for NCR Corp.’s SelfServ ATMs with so-called DIP card readers; the device is meant to prevent the placement by fraudsters of so-called deep-insert skimming devices that are out of sight and capture magnetic-stripe card data when a card is inserted into the ATM. TMD also said the plate prevents “shimming,” a new ATM fraud technique in which a “shimmer” device captures EMV chip card data.

• Mobile remote deposit capture technology developer Mitek Systems Inc. estimates that $1 trillion in value through more than 1.5 billion checks has been deposited using its Mobile Deposit application.

• Payment gateway Shift4 Corp. said it has integrated its service with a cloud-based property-management system from AutoClerk, which serves hotels, to provide an EMV solution.

• Square Inc. will be the exclusive point-of-sale payments provider at the annual Coachella Music and Arts Festival, set for April 14-23 in Indio, Calif.

• Working with processor Wirecard AG, Dirk Rossmann Gmbh, the largest drugstore chain in Germany, will accept the Alipay mobile-payments service in a bid to meet the needs of Chinese tourists. Ultimately, the service will be available in more than 2,000 Rossmann stores.

• Vasco Data Security International Inc. appointed Jeff Cole as chief information officer; Cole has held executive positions at CareerBuilder and Discover Financial Services.
